Applicants must be a resident of one of the following counties: Barbour, Brooke, Calhoun, Doddridge, Gilmer, Grant, Hancock, Harrison, Marion, Marshall, Mineral, Monongalia, Ohio, Pleasants, Preston, Ritchie, Taylor, Tucker, Tyler, Wetzel or Wood.
